Both. It suits cats and small dogs with short or long coats. Very thick double coats may want a rake as well.

Can I add shampoo or oil to the tank?

No. Plain water only, or the mist nozzle clogs.

Will the mist scare my cat?

Some pets need a session or two. Start with the mist off, then add it once they are settled. Keep it away from eyes, nose and ears.

How do I clean it?

Wipe it rather than rinsing it under the tap; the shell houses a battery.
